
Neil Horikoshi is currently Director, Global Business Development for IBM’s Global Public Sector business and is based in Bethesda, Maryland. He is responsible for the Global Business Development, External Relations mission focused on procurement policy and Trade Association relations and initiatives in Washington, D.C.
Neil has a BBA, Honors from the University of Hawaii, and MBA and Juris Doctor degrees from the University of Southern California. Neil has previously lived in Japan and in Singapore and was the IBM ASEAN General Counsel involved with numerous joint venture/alliance transactions and complex contract projects. As a lawyer for 18 years, Neil has held various legal management and executive positions in IBM’s sales, services, software, and manufacturing & development organizations. Neil was most recently until 2004, Director of the IBM Global Services, Global Business Development’s Asia Pacific Contracts & Negotiations organization where Neil’s combination of legal and business knowledge/experience supported the growth of IBM Global Services business in Asia Pacific. Neil’s Global Business Development, Contracts & Negotiations organization was responsible for managing the negotiation and closure of IBM’s information technology outsourcing, consulting and other services transactions.
Neil is a member of the American Bar Association and the New York State Bar Association, American Chamber of Commerce in Japan, and has been recognized as a member of the National Register’s Who’s Who in Executives and Professionals. Neil is currently Chairman, Board of Directors of the Aplastic Anemia & MDS International Foundation, a National Advisory Council Member of the Asian American Justice Center in Washington DC, an Advisory Board Member of the Asia Pacific Institute of Congressional Studies (APAICS), a Board of Governor Member of the Go For Broke National Education Center (GFBNEC), a Board of Advisor for the Coalition for Government Procurement, Washington DC, a Director of the National Defense Industrial Association, Washington Chapter and a Member of the U.S. Chamber of Commerce, Procurement Council. Neil has also previously served as a Board of Director for the Wilton YMCA, Children's Center in Connecticut.
